National Organic Program

A program authorized by the Organic Foods Production Act of 1990 (Title 21 of the FACT Act of 1990) that would set national standards for organic products, and permit such products to be certified and labeled as "USDA Certified Organic." The Act authorized the program to begin in 1993. However, due to delays in developing the standards and to controversy over the proposed rule that was published in the Federal Register (December 16, 1997, Page 65849-65898) the program had not yet been implemented by mid-1999.
