Regulatory Flexibility Act

P.L. 96-354 (September 19,1964) requires federal agencies to consider the special needs and concerns of small business entities whenever they engage in rulemaking subject to notice and comment requirements of the Administrative Procedure Act or other laws. In most cases, when an agency publishes a proposed rule in the Federal Register, it must prepare and publish a regulatory flexibility analysis describing the impact on small businesses.
