This is the condition of having difficulty in hearing sounds. There are two classes of hearing loss according to the anatomical defect. In hearing loss due to nerve defect (sensorineural loss) one has difficulty understand others talk and noisy background makes it worse. In hearing loss due to defects in the mid-ear where sound waves are converted to energy (conductive loss) noisy background may help.
